Handler-checked behavior

The example adds an inventory-only resource to the SimGrid environment from the first-run tutorial; that environment version must already exist. Use a unique id: reusing one updates the resource and still returns 201 Created. This route does not create a runtime binding, so the example is not a runnable planning resource. Add an enabled binding through a complete environment definition before selecting it in a plan.
