Handler-checked behavior

No body is required. An active provisioned instance using this target blocks removal with 409 Conflict; destroy it first. Success returns 204 No Content, disables and renames the target record, and marks its capacity resource unschedulable. A missing or already-disabled target returns 404. This does not itself destroy a VM.
