Handler-checked behavior

This health route is at the daemon root, outside /akoflow-api/. With the API URL from the API access tutorial, the cURL command removes that prefix and requests /. A healthy daemon returns plain text ok; this check does not verify Docker, BuildKit, or a workflow runtime. Use preflight for those local capability checks.
