Handler-checked behavior

This endpoint stores a caller-supplied record; it does not copy or verify artifact bytes. Supply a distinct id, existing variantId and resourceId, the variant's sha256: digest, destinationPath, and a truthful status. The database checks references and digest format but does not prove the bytes exist at the destination. If supplied, environmentId must be the environment version ID, despite the field name. Use Inspect artifact locations to inspect evidence recorded by execution.
