Handler-checked behavior

No JSON body is required. Cancelling a queued or running session marks its algorithm runs and session as cancelled and requests cancellation of active work; success returns 204 No Content. Cancelling an already-cancelled session also returns 204. A missing, completed, or failed session returns 409 Conflict, not 404.
