Handler-checked behavior

No body is required. The environment must exist (404 otherwise) and must not be referenced by an execution scope, network topology, schedule plan, execution data or transfers, console activity, or simulation scenario (422 if referenced). Success returns 204 No Content and removes its saved versions, inventory, and connections. Inspect dependencies before deleting; see environments.
