Handler-checked behavior

No JSON body is required. This permanently clears user catalog/database records while retaining the schema and system instance identity; the server also removes managed Kubernetes token files. Success is 204 No Content. The database reset runs before token-directory cleanup, so a 422 from that cleanup can arrive after the catalog has already been cleared. Export a snapshot first; see instance management.
