Handler-checked behavior

No JSON body is required. Only an unstarted queued workflow operation with no queue job can be reconciled; its owning workflow must already be completed, failed or cancelled. The server marks that orphan operation cancelled and returns it with 200 OK. Unknown operations return 404; an active, published or otherwise ineligible operation returns 409. This route does not cancel an active infrastructure job.
