Handler-checked behavior

No JSON body is required. The instance ID must exist (404 otherwise). 202 Accepted queues validation against the target's configured checks; it does not by itself provision, configure, start, or stop the instance. Inspect the operation status and events for the result. A repeated active validation returns the existing operation; a different active action returns 409.
