Handler-checked behavior

No JSON body is required. The instance ID must exist (404 otherwise). This returns a queued cloud operation with 202 Accepted; inspect its status and events before treating configuration as complete. The worker needs a public address and the target's machine-configuration versions; missing prerequisites can fail asynchronously. Repeating the same active action returns its existing operation; a different active action on the instance returns 409.
