Handler-checked behavior

No JSON body is required. The run must exist and the instance must be writable. AkôFlow interrupts unfinished activities, cancels queued execution work, marks the run cancelled, and returns the updated run with 200 OK. Cancelling an already-cancelled run is idempotent and also returns 200; an unknown run returns 404.
